Step One: Call the City of London’s Property Standards Dept.
Step Two: They will send a representative to inspect the property in question
Step Three: A letter with a clean up deadline will be sent
Step Four: If the home owner doesn’t clean up the mess by the deadline, the city will clean it up for him/her – and will be billed.
